I just called the NM State Fair info number (505-265-EXPO) and the Tingley Coliseum general info number (505-265-1791)
What I learned is that they won't confirm who is performing until 7/1. They wouldn't confirm that Clay is coming...
The Coliseum person said that they won't know who will be selling the tickets (tickets.com vs. ticketmaster vs. whoever else) until 7/1.
The Coliseum person said that the seating is:
box
assigned seating
general admission seating
So it is indoors and some seats are assigned and some are general admission. I found a seating layout (no very detailed) on the tickets.com website, if you are interested in see how they may set up for a concert.
